The University of North Carolina System adopted a policy requiring all UNC university instructors to make their syllabi public records on Dec. 19, 2025. This policy goes into effect on Jan. 15, the first day of the spring 2026 semester.
As per the policy, syllabi are required to be public, and universities must create an online platform to post them. However, the universities are not required to do so or offer the platform until fall 2026.
“Public university syllabi should be public records, and that will be the official policy of the UNC System,” said Peter Hans, the UNC System President, in an op-ed in the News & Observer. His decision to publicize syllabi is to promote transparency within the UNC System.
WUNC published an article initially saying syllabus regulations were a campus-level issue, not covered by the open records policy. This sentiment shifted after conservative groups made syllabi requests and universities disagreed on how to fulfill them.
No UNC System within the Triangle has yet established a platform for syllabi.
